My best guess is that they were trying to say something like “inflammable,” decided it wouldn’t fit, and misused a thesaurus.

More likely the liquid will irritate the eyes or skin. It’s a pretty common thing to find on an MSDS (Material Safety Data Sheet) for a lot of products, cleaning supplies especially.
In that case, shouldn’t it be an irritating liquid? Calling the liquid irritable makes it sound like people are going to be irritating the liquid, not the other way around.
