Detective Fred Chyre

A career beat cop who recently became a foundng member of the two-person Department of Metahuman Hostilities. Chyre has a hot temper and a gruff exterior, but a strong sense of loyalty. After his first partner Joe Jackam’s granddaughter Julie became a cop, he took her under his wing. After her death, he tried to adopt her son Josh.

Detective Jared Morillo

Hotshot detective from Los Angeles who moved out to Keystone at the behest of his wife. Arrogant but good at his job, his work with Chyre on the Cicada case led to them becoming the two-man Department of Metahuman Hostilities. A knife wound from that same case has given him a supernatural healing ability.

Profiler Ashley Zolomon

Former FBI agent working as a profiler with Keystone’s Department of Metahuman Hostilities, Zolomon came to Keystone mainly out of guilt for leaving her ex-husband Hunter, who had the job until he went criminally insane. Ashley hopes that by working with the KCPD she will be able to find a way to cure him.

Captain Gil Barrow

Captain of Precinct 49, one of Keystone’s less affluent areas, who replaced Captain Phillips after his death. He and Detective Cleveland were once known as “the swashbucklers of Crime City.”

Lieutenant Cleveland

Detective in Barrow’s precinct who was briefly partnered with the Flash when the commissioner recommended hiring him as a consultant. Their first (and only) case together led to a battle against Gorilla Grodd, who was leading all the animals in the city in a rebellion against humans. Cleveland’s wife, Gloria, and their three children (Georgie, Dalia, and another unnamed son) faced the same crisis, with their kitten Fluffy defending the youngest against attacking squirrels.

Chief Hotchkiss

Replaced Commissioner Vaughn. Considerably more capable, and appreciative of having a superhero in the city. Last seen during the Hell to Pay storyline.

Joe Jackam

Long-time partner of Fred Chyre, he was one of the two who brought in serial killer Dr. Michael Amar (Murmur). He inspired his granddaughter Julie to become a cop as well. His death drove Chyre over the edge for a while.

Julie Jackam

A cop like her grandfather, Lt. Jackam transferred from New York to Keystone City to work with her grandfather’s former partner, Fred Chyre. While in New York, she had a fling with Wally, later finding herself pregnant and assuming the father was her ex, not the drunken one-night stand she had after they broke up. She wanted nothing more to do with him, though, so she never told him. She and Chyre were a good team until she was killed in her apartment by a member of the Cicada cult. Her son, Josh, has been adopted by Iris Allen.

Forensic Scientist Alexander Petrov

Petrov was promoted to head of the crime lab when his mentor Perkins was killed, apparently by Captain Cold at the start of a series of cop killings. Petrov worked the case tirelessly—from both sides, as it turned out. Unwilling to wait for his boss to retire, Petrov had killed him, and kept killing for the high. After he was exposed, Petrov himself was killed—by the man he had tried to frame.

Captain of Precinct 49, killed shortly after Wally first moved to Keystone by a former member of the Joker’s gang.
